By: NY1 News Governor Andrew Cuomo says regular traffic operations will resume Monday at the Hugh L. Carey-Brooklyn Battery Tunnel.Three lanes will be heading into Manhattan during the morning rush. Both tubes reopened back on November 19, but the traffic pattern has been restricted because of damage to the signal system.
